OnSpot Chains are a special tire chain system for snowy weather (pictured below). Basically the sway bar is going to need the same space for mounting as the OnSpot chains so they can't be used together with the # RM-1179-110-00 you were looking at.

The only hitch I have for you is going to be a rear class III hitch # 13580. The # C31083 front hitch is designed for 2018 - 2020 Ford Expedition and 2015 - 2020 Ford F-150 models. I contacted our manufacturers and they also do not make a front hitch for your 1976 International Scout II.
If you wanted to take on the task, you could take the Curt Adjustable Trailer Hitch # C13701 and weld/bolt it on to the front. I don't know how original your Scout is but that is a route you could take.

For your application I recommend going with the Thule track mount system as that has the longest bars at 79" which will fit with a current foot pack. You will need tracks and a whole roof rack package. I will have these separated out so that you can choose the best track length for your application. You raised some great questions.When a trailer hitch like the Curt Class III # 13580 says "Not Rated for Weight Distribution" it means that the hitch cannot be used with any style of weight distribution (WD) system. We do have some universal fit hitches that you'd be able to use on your 1999 International Trucks 3800 bus, but you would need to confirm the type of frame and the width of the frame. The Curt # 13703 can fit on box frame, C-channel frame, or I-beam frames between 22" and 72" wide and can be either bolted on or welded to the frame. In order to determine if it fits you simply need to know your trailer hub's bolt pattern. Since this wheel has an 8 on 6-1/2" bolt pattern, if you measure from the center of one bolt hole to the center of its opposite bolt and get 6-1/2" then this wheel will fit your trailer!

While there isn't an adjustable hitch, what you can do is just use a hitch reducer sleeve to fit your tow bar with a 2 inch shank into your 2-1/2 inch hitch. So all you'll need is the following:
